Established in 2011, Hope and Homes for Children – Bulgaria is part of the British charity organisation Hope and Homes for Children. Its goal is to help more children to live happy, healthy and calm in a natural family environment, and to support parents who have found themselves in challenging circumstances. The managing director, Georgi Simeonov, shares more.

Why deinstitutionalisation of child care is crucial – and how do you help to solve this problem?

Deinstitutionalisation fixes the huge injustice in which the state takes children from their family environment and sends them to institutions, and punishes parents who most often due to social or health reasons have difficulties taking care of their children by taking them away. Deinstitutionalisation restores the state's true social function – to provide conditions for children to live and grow in the most natural environment for them – the family.

Hope and Homes for Children – Bulgaria focuses on support for children aged 0-3 and their families, because we believe that abandoning babies in institutions causes lifelong trauma. We work directly with families in risk of abandoning a child and support them when they need it the most. Sometimes some diapers packages, formula milk and professional consulting and support are enough for the family to feel more secure and to continue taking care of the child. This support should be timely, stimulating parental responsibility and respecting these people's dignity.

What is HHC's recapitulation for its achievements since 2011?

In 13 years we became one of the most recognisable and sought after organisations in Bulgaria. We prevented 2,584 separations of children from their families. We successfully reintegrated 177 children from institutions in their biological families. We supported 280 foster families and returned 23 children and teenagers from family-type accommodation centres in their families. We supported the closing of 26 institutions for children aged 0-3. All of these and much more – with a team of 26 great professionals!

What are your current goals and tasks?

We will continue working to achieve our long-term goal – by the end of 2025 to not have a single institution for children aged 0-3 in Bulgaria! We will work to create more effective policies and practices for support of families and prevention of separation of children and their families. Our goal is the start of the transformation of family-type accommodation centres into services for support of children and their families.

Създадена през 2011 г., "Надежда и домове за децата – клон България" е част от британската благотворителна организация Hope and Homes for Children. Целта ѝ е да помогне повече деца да живеят щастливи, здрави и спокойни в естествена семейна среда, и да окаже подкрепа на родители, изпаднали в затруднение. Изпълнителният директор Георги Симеонов разказва повече.

Защо деинстутиционализацията на грижата за деца е изключително важна – и как помагате да се реши този проблем?

Деинституционализацията поправя една огромна несправедливост – държавата да изважда деца от семейната им среда и да ги изпраща в институции, и да наказва родители, които най-често по социални или здравни причини изпитват трудност да гледат децата си, като им ги отнема. Деинституционализацията възстановява истинската социална функция на държавата – децата да живеят и растат в най-естествената за тях среда – семейната.

"Надежда и домове за децата – клон България" се фокусира върху подкрепата на децата на възраст 0-3 години и семействата им, защото вярваме, че изоставянето на бебета в институции води до травми за цял живот. Работим пряко със семействата в риск от изоставяне на детето и ги подкрепяме, когато имат най-голяма нужда. Понякога няколко пакета памперси, адаптирано мляко и професионално консултиране и подкрепа са достатъчни, за да се почувства семейството по-сигурно и да продължи да се грижи за детето. Тази подкрепа трябва да е навременна, да стимулира родителската отговорност и да не накърнява достойнството на тези хора.

Каква е равносметката на НДД за постигнатото от 2011 г. насам?

За 13 години станахме една от най-разпознаваемите и търсени организации в страната. Предотвратихме 2584 раздели на деца с техните семейства. Успешно реинтегрирахме 177 деца от институции в биологичните им семейства. Подкрепихме 280 приемни семейства и връщането в семействата на 23 деца и младежи от центрове за настаняване от семеен тип. Подпомогнахме закриването на 26 институции за деца от 0 до 3 години. Всичко това и много повече – с екип от 26 страхотни професионалисти!

Кои са настоящите ви цели и задачи?

Ще продължим да работим за постигане на дългосрочната цел – до края на 2025 г. в България да няма нито една институция за деца на възраст 0-3 години! Ще работим за създаване на по-ефективна политика и практика в подкрепа на семействата и превенция на раздялата на децата от семействата им. Целта ни е да започне трансформацията на центровете за настаняване от семеен тип в услуги за подкрепа на децата и семействата.
